Time Lapse has weird lines in video.

The video once exported has these lines that make it look like a VHS movie. I used bridge to rename the photos so i could do an image sequence, i edited all the photos together by syncing the edits. Is this something i can fixed or is it caused by high exposure and iso settings for astrophotography?

The wonders of mixed exposures and Raw processing, presumably. This is nothing you can fix in PS. You need to get serious about this stuff and move on to AE. There are dedicated commercial plug-ins that handle such scenarios.
