Titl-Shift applied and Blur Tools, Effects toolbars not displaying

I'm hoping someone can help me; I can't find an answer anywhere.  When I select Filter> Blur Gallery> Tilt-Shift (or any of the selections in Filter dropdown for that matter) the toolbar on the right side with the adjustment options doesn't appear - (see example from a tutorial I was viewing). I have searched and searched, tried everything, reset photoshop (manytimes), uninstalled, reinstalled.  I'm at my wits end becasue I can't make any adjustments to filters.  I have the latest version PS v22.4.2

I've attached 3 files: 1) Example of missing toolbar from a tutorial; 2) Blur Gallery selected; 3) What my photoshop looks like with Titl-Shift applied and Blur Tools, Effects toolbars missing.
