Tool keeps changing to marquee or panning tool

Hello all,

Not sure if this bug is a new feature that I'm not aware of......

But when I am using Photoshop now (v2024), I will have a common occurance where Photoshop really wants to be on one particular tool. And try-as-I-might to use a different tool, Photoshop will snap back to that particular tool. It can be the marquee tool, panning tool, eraser, etc. Whenever I select a different tool, Photoshop will snap back to the original tool. And I can tell you It is not the keyboard- I have thoroughly cleaned it and swapped it out for a different keyboard. This problem is independent of which keyboard I am using. Is this the new AI telling me I should be using a new tool and do something else?? The problem gets fixed when I restart, but will often only last about 5 minutes until It sticks onto a different tool, and restarting my system can help. Super annoying though. It really feels like Adobe is using their users to work out their bugs instead of doing a proper Beta/user group. And when my daily production/productivity goes down because of these bugs, it is really irritatting. 

And suggestions would be greatly appreaciated!
