Tool Preset issue. Can't turn off automatic tool preset upload to brushes panel.

Hi gang. One of my students uploaded a set of tool presets I gave them, but instead of clicking "load as tools" when the window pops up, they clicked on "load as brushes." 

Troubleshoots I tried:

-redownloaded brushes and reuploaded (replaced tools) to tool presets.

- redownloaded and renamed the file. Then reuploaded tool presets

None worked. It never asked again "would you like to upload them as brushes or tool presets." Just put them in straight to brushes panel. 

From tool presets menu, I tried:

-reset tool

-reset all tools

-replace tools

And even in combonation with renaming file and even putting it on a flash drive, after resaving brushes from my computer to flash drive with new name, it still uploaded tool presets as brushes without asking with a pop up window. 

My assumption now is that any tool presets we try to upload to that photoshop, it will just upload as brushes automatically. Is there a work around for this or a fix? Thank you.
