Tool Presets Disappearing. Tried updating but new version is unusable.

Hi, every time I restart photoshop I lose my tool presets and have to load them in again. I tried updating to the newest version as I read to do here, but then every time I'd draw anything a line would go from wherever I drew to the top left of my screen.
I did what someone else said, reverted to this previous version, but now I'm having this problem. I also lost all my brushes and settings and it took 2 hours just to get all that back. This is absolutely ridiculous and infuriating.
