Toolbar Dropdown Selections Missing in Photoshop 22.1.1 Windows 10

When selecting any of the Tools in the toolbar clicking on the dropdown arrow selector does not reveal the other tools in that group. For example I have the Spot Healing Brush grouped with the Healing Brush, Patch Tool, Content Aware Move Tool, and Red Eye tools. Only the Spot Healing Brush is visible and selectable. I have reset PS PRferences file with no change in this behavior.

Uninstall and reinstall of PS 22.1.1 appears to have fixed the issue.

First go to Window > Workspace > Essentials, then Window > Workspace > Reset Essentials, and finally Edit > Toolbar and Restore the Toolbar. Does that fix it?
