While using Photoshop CC 2018 I have not been able to add more tools to the toolbar by dragging and dropping while in essentials.   Also, when I scroll with my mouse over the various tools presently on the toolbar, only one description such as " pen tool" is seen on the pop-up of all current tools.   It seems to be stuck on one tool "in the pop-up screens" but when I click on a tool, the correct tool is activated.   The issue is #1- Cannot add more tools to the tool bar by dragging and dropping and #2 -All tools in the toolbar only indicates the same for all when moving (not clicking) the mouse over them.

    Can you confirm that you are referring to creating a custom toolbar by clicking on the three dots at the bottom of the toolbar?

    You know that you do the dragging inside the Custom Toolbar window, and not the actual toolbar?

    You can see that I have dragged the two single pixel Marquee tools into the Extra Tools area on the right, so they will not appear on the toolbar?

    Do you know that when you create a custom workspace, you can same custom toolbar settings with it?

    This is immensely useful.  It means you can 'borrow' shortcuts already used, and use them for your own purposes, and switch back to the Essentuals workspace if you need to use the default shortcuts.

    If you can be more specific,  we can probably offer more help.

    Thanks for your suggestions, however, my issue remains. When I move the

    cursor over my toolbar icons, the "brush" icon popup appears on all of

    them. ,However, If I click on any one toobar icon, the correct tool will

    open.

    Hi

    Have you tried resetting the Tools

    If that doesn't help try resetting Photoshop preferences
