Tools in Photoshop don't work after moving to an M1 iMac

Since moving to an M1 iMac, I can't work in Photoshop because whichever tool I select, all I get is the hand tool. I thought the latest update to PS would help, but it didn't. I checked the preferences but don't see any solution there. I'm running Mac OS Monterey.

Are you using a Wacom tablet? The hand too indicates the spacebar short cut is down. Try a different keyboard or make sure the spacebar isn't stuck?

Thanks Jeffrey. I'm not using a tablet and the keyboard is brand new. The spacebar isn't stuck--at least when I'm typing.
