Touchscreen specifically in the Artboards

Question

My Touch screen is working for everyother part of PS, except the touch screen gestures for the artboard.
 
I have ensured my touch screen is enabled in the preferences, made sure that the graphics processor was being used, updated the program, uninstalled and reinstalled the program, had all my preferences removed. It was working and suddenly just stopped.
 
I wear a half glove to prevent any accidental clicking, but even then I cannot find anything I could have clicked that would over ride the enable touch gestures in the preferences. Help?

I'm able to zoom and rotate the canvas using the touch screen on my Surface 4.

If you restore your preferences using this manual method does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
