Tranform tools working properly?

Hello there.

How come the transform tools "Free transform" and "Resize" does on cc 2020 the same thing (Czech version)?

From previous version I was used to "Free transform" pulling the picture without changing the size? Now I have to use "deform" tool to pull the side of the picture, but it doesn't keep the line....

Any suggestions what I'm doing wrong?

Are you trying to distort the image? Hold the Ctrl (Windows) or Command (Mac OS), and drag a handle. You can do this either by selecting Edit > Free Transform or just by activating the Show Transform Controls checkbox on the Options bar with the Move tool active, which bypasses the need to use Edit > Free Transform.
