Transform Controls of a Layer

I like to click and release the transform controls of a layer to enter free transform. After an update, when I click and release on the transform controls my mouse stays stuck on the control and any movement of the mouse will resize the layer. How do I turn this off? I don't want to have to press Ctrl+T to enter transform mode.
