Transform layers Proportional

Hello,

How I Transform layers Proportional, so that the size has changed, but not the proportion.

The layers part with masks and vectors.

I tried select some layers or to combine to a group and it didn't work.

Convert the layers to smart object and resize that, works to save the proportion but it complicate the work.

How I do it?
