Transform Selection Not Working When Selecting via Dropdown

Seemingly out of nowhere, it seems my Transform Selection capabilities have stopped working, ONLY when I select "Transform Selection" in the right-click dropdown -- going through Select -> Transform Selection works fine though. I already have "Use legacy free transform" checked, if that furthers things. How can I restore function to the dropdown transform selection? It breaks my workflow when I need to navigate to the menu.

    @RW_PSMSI it's working fine for me with Photoshop version 25.1 on Windows 10, have you tried manually resetting your Photoshop preferences

    Remember to backup your settings before doing the preference reset

    Thanks for the steps, unfortunately this did not help my issue - it's still unable to be moved! For context, I'm running the Photoshop Beta on 25.3.
