Transform Selection Tool Bugging Out | Can't transform selection

Hi! I am using a Mac- Ventura with Photoshop 2024 v 25.9

After updating, the selection and transform tools aren't working. They're totally glitching out! I select an object and it shows the transform options like rotate and resize, but when I try to use them it just glitches and nothing happens. I uploaded a video showing what's happening exactly. 

Has anyone else had this issue? And if so, how'd you fix it?
