Transform Tool Issue

In Photoshop, when using the transform tool when I press the enter key the transform item switches to a size different from what I selected. In general, the result after enter is larger and many times distorted. Are there any settings that would forestall this happening?

It is possible that your cursor is not focused on the document. It may be focused in the Options bar:

To re-focus on the canvas, you can click on the canvas or hit the ESC key.

How are you choosing Transform? From the Edit Menu > Free Transform? Or another way?

Can you post a screen shot of your initial selection plus what it looks like after you choose Transform?
