Transformation Tool not working properly on PS 2019

I am an editor and i am facing the issue on new 2019 PS.

Problem is that Transformation tool behave unusual. When i use to transform specific side it doesn't work accordingly and always scaling in proportion.Please provide me solution.

    The way the transform works has changed in Photoshop CC 2019 see this bit "Transform proportionally by default"

    New and enhanced features | Latest release of Photoshop

    You can revert it back to the previous way of transforming

    There is no »Transformation Tool« in Photoshop.

    The default behaviour of transforming in Photoshop has been changed and is by default proportional now; press the shift-key to make non-proprtional transformations.
