Transforms of vector objects and shapes doesn't work correctly.

If in Preferences > Tools > "Snap Vector Tools and Transforms to Pixel Grid" is on, snapping it just doesn't work when i try to scale shape.
If this item is off and i try to scale shape scaling is not smoothly (very ragged).

Everything worked correctly in the current version for December 2019. Please, return the ability to install the old correctly working version of Photoshop.

At anytime Turing the transform did you press the modifier key that lets  you deform the rectangle transform box or rotate the box. On widows ones I press the modifier transform stops snapping to the pixel grid for all control would not align to the grid  its the vector math would calculate the control to some pixel+remainder Photoshop Path Plot would show the control points are off grid. If I never press that key or rotate the transform control points seem to snap. For the box sides of the transform box snap a pixel at a tine it remains a transform box that is aligned to the grid
