tried and true process to impart watercolor painting effect no longer works

I have used the below procedure by Photoshop Essentials numerous times to successfully to give images a water color look. After the latest Photoshop CC update the process no longer works and, at the end of the prescribed steps, the image remains completely unchanged. I cannot figure out why and I would appreciate your insights. Thank you!

    Works for me also. My guess would have been Jeff's response, as there has been issues with blend modes and legacy compositing. If that isn't the case, I would suggest resetting your preferences.

    Any ideas as to what settings might inhibiting the filters and blend modes from working, because I have no recollection of what they used to be before the latest update?

    Only setting is the one Jeff mentioned, as they are having issued with blend modes. Can you show a screen shot?

    I've just tried those steps here and they work as decribed with CC2019.

    Can you show a screenshot of your layers panel

    There is only a slight change from the original DNG file. When I hide the top three layers and turn them back on one at a time , I can see perfectly the effect applied to the layer but, by the time I reach to top layer (Median), there is little perceptible change. I used to obtain a dramatic water color effect

    Go to Photoshop CC (Edit)>Preferences>Performance, check Legacy Compositing, restart photoshop and see if tutorial works as expected.

    Thank you but that is not the answer. Note that I used this technique successfully many times before but something was changed outside my control with the latest Photoshop CC update
