Trouble with color selection tool

Im having issues with the color selection tool when activated using the option key, it sometimes does not toggle back and forth like it is supposed to, there is a delay and sometimes does not toggle at all when I use the option key on the keyboard. I also had a complete shutdown last week, dont know if its related or not but PS is not behaving nicely these days. any advise? Im presently downloading the update, hopefully this helps.
