Turning off "Propagate Frame 1" in Photoshop Timeline does not work.

I may be the last person in the world still animating in Photoshop but the Propagate Frame 1 option simply does nothing currently. Turning it off, changes to frame 1 effect every frame. Turning it on, changes to frame 1 effect every frame.
To do my work, I have to make a dummy frame 1 that is blank and not edit it.
We need the option for changes in frame 1 to not effect the rest of the frames, at all.
