UI Interface not updating with restart

Am I missing a step on this?

I am trying to increase the size of the icons in PS, and have gone into Preferences and then Interface, and tried to change the drop-down to both medium and large icons, both with and without the "Scale UI to font" selected, and nothing is changing. I am then quitting the program, and restarting and still nada.  AI changed just fine, and has an easier menu IMO as well. 

What am I doing wrong?  I've reached the point where the default icons are just a little too small for me.
