Unable to access a new color library

I recently purchased a new "Extended Gamut" swatchbook from Pantone. This library is not pre-installed in Photoshop. You are supposed to be able to install it using Pantone's "Color Manager" software; however in my case it failed every time. So Pantone support just emailed me the library and told me to manually place it in Photoshop CC 2018 > Presets >Color Books. I've done that, and double checked to confirm that it is there. However, the library still doesn't appear in Photoshop. Pantone say they can't help me any further. Anyone have any ideas/suggestions?

    Hi Marie,

    Let’s try importing Brushes from the Brushes Panel. I’ve included a screen shot to help find this option.

    Just make sure you have your Brushes in a folder that is easy to find.

    Try a preferences reset yet? (Photoshop (Edit on Windows) > Preferences > General on the menu bar > Reset Preferences on Quit button.) Note this will nuke any customized settings you had, including panels.
