Unable to add borders to images in PS CC2019 after editing in LR CC

Can someone help me please.
Since the new upgrade to PS CC2019 I now cant add borders when I edit in LR CC and then edit to PS CC? I haven't had this issue previously.
When I go into Image / Layer panels etc the areas are all greyed out. I have uninstalled and reinstalled PS CC 2019 but still getting the same issue. Appreciate any help please.

    I'm struggling to think what circumstance would cause Canvas Size to be completely unavailable.  We usually get asked about certain colours being unavailable.

    We have heard of some issues coming from LR to Photoshop, and apparently the answer to those is to start Photoshop before trying to move the file from LR.  Does that make any sense?

    Are you talking about adding Canvas size?   It's not clear what your issue is, so could you paste a screen shot to this thread, and explain the steps and commands you are trying to use?

    Sorry, my bad explanation.

    Yes, I cant use canvas size or hardly any actions within edit or layers etc. Everything is greyed out for some reason. Its the first time I've come across this and I'm not very techie minded. As I previously stated, I uninstalled and reinstalled PS CC2019.

    If I go into LR 'photo', 'edit' and then choose 'edit in other application' this is my set up. I haven't touched my settings in LR or PS and not sure what to do.
