Hello, yes, the change was done to have the warp tool behave more closely to the path operations/shortcuts.

See this page for more warp shortcuts/tips: https://jkost.com/blog/2019/06/new-free-transform-preference-in-photoshop.html

On Windows I

Invoke Free Transform Ctrl T

Right click and chhoose Warp

Ctrl click to add split points.

Alt works in a similar way to the Pen tool

The defualt is for the split points make the usual bezier curve

But if you Alt click a point its handles operate independently of that point's other three handles

One other thing I have discovered, that does not appear to be documented, is that if you Shift click, or drag around multiple split points, they are indicated as being joined by a surounding rectangle, and the contained area becomes a fixed shape that can be moved, expanded (hold down the Alt/Opt key and drag) or rotated (place cursor outside a corner.  That's actually quite useful.  In fact the whole split point warp function is super useful.
