Unable to load extension panels 22.3

Hey Everyone!

Just upgraded to 22.3 last night and noticed that my panel was gone. Typically I just go to Window > Extensions and there it is (if it's not already there), but now when I go to Window, the there is no extensions tab.

Then I tried Photoshop > Preferences > Plugins and Legacy Extensions are grayed out. So Load Extension Panels is unchecked.

Anyone else seeing this issue?
