Unable to manually move layer to exact x & y coordinate position

Help! My project in photoshop consists of text layers and smart objects. Each time I try to manually move my layer by entering the exact X or Y coordinate positon needed, photoshop automatically changes it and overrides my manual entry. How can I stop this from happening? For example my smart object is orginally at X 15.91 in. Y 5.27 in. and I want to change just the X position to 15.95 in. When I select my layer and enter for X 15.95 in., photoshop immediately changes it to 15.94 in. Y 5.26 in. I appreciate any help with this. Thanks!

Are you sure Photoshop is not just fixing the value you entiert to the Pixel nearest the location. Photoshop is a pixels editor. You can enter values that may result in fractions of a pisel. What is you docment resolution. Also  cororidnets start  with 0 would 15.94 be the left hand side of 15.95"

I believe that was exactly the reason for my issue. I changed my units from inches back to pixels and it now seems to be allowing me to adjust the layers to the exact XY position that I needed. I am self taught in photoshop and still learning. I never realized that the value of an inch may result in a fraction of a pixel. Thank you for that information! It was a great help!
