Unable to open images: "Could not complete your request because of a program error”

Yeah, I just went through the whole process of cleaning and reading out all the previous versions of Photoshop using the Adobe Cleaner Tool https://helpx.adobe.com/uk/creative-cloud/kb/cc-cleaner-tool-installation-problems.html . I’ve now downloaded a fresh copy of Adobe and am in the middle of installing it. Just to be thorough, I even reinstalled a fresh copy of Windows to ensure there are no lingering issues from before. Once I have Photoshop up and running again, I’ll dive in and see if the problem is resolved. I’m really hoping this fresh start fixes the issue. It’s been a bit of a hassle, but I’m optimistic that this will do the trick. I’ll definitely let you know if it works or if the issue persists.

A couple of thoughts.
Try starting Photoshop in Safe Mode to see if it works.

Send Adobe a crash report.

You can consider using the Adobe Cleaner Tool to remove all versions of Photoshop and do a clean install.

How much RAM and spare hard disk capacity do you have on your system?

It sounds like we're dealing with similar issues. I'm experiencing the same problem, where Photoshop not only gives me the Could not complete your request because of a program error message when trying to open or embed an image, but it also crashes when I try to open a PSD project file. I've gone through many of the same troubleshooting steps, including uninstalling, reinstalling, clearing the cache, and updating my graphics drivers, but nothing seems to resolve the issue.
