Unable to Pinch Zoom In Photoshop CC on surface pro 4

Hi,
So I am running photoshop CC for digital painting on a Surface pro 4 on with windows 10.
My issue is that I am no longer able to use the touchscreen or the trackpad to pinch zoom. the last time I used photoshop a few weeks ago, I had no trouble with this. 
I have also tried changing my gestures settings to no avail. 

I am able to pinch zoom in all other applications.

This problem appeared out of nowhere; it all of a sudden stopped working.

My question is: How can I fix this?

    I do not have a surface pro 4. However on My Surface pro 3 windows 10 system and CC 2018 version 19.1.1  I have no problem zooming with touch on the display or touch pad.  In your CC 2018 preferences tools is enable gestures checked? If it is try resetting your user id preferences.
