Unable to select a color from my color library....what's the trick?

For the life of me...I can't find a way of doing this seemingly simple thing...

I save "Box - Dark Brown" color to my Color Library.

I want to fill in a layer with it.

I select that colour with the eyedropper, it appears as the active colour.

When I go to edit, fill...ok

It fills with a blue...

Why?

If instead, I go edit, fill...then grab the eyedropper...it won't let me select from my colour library.

What am I doing wrong?

Also...just to add...when I go Edit Fill...

And select color, the Color Library window opens (see screen grab). There is a dropdown of many libraries, but not of mine.

Why does Adobe make my own Colour Library innaccessible?
