Unable to select a section of a layer to apply a Transform Warp

Attached are instructions from Adobe's Guide.  After making an area selection, the Transform menu options are greyed out.  So how is it possible to transform a specific area of a layer?

What kind of Smart Object is the Smart Object – vector or plain?

You should be able toe do that on a normal raster image layer.  However a Background Pixels layer pixels  warped past the canvas side will bet cropped. The Layer will remain canvas size, Though normal pixel layers can be transformed warped larger then canvas size if you transform  warp part  of  a normal layer will like the background layer retain it current layer bounds pixels warped past the canvas  amd its bounds are  discarded cropped. Photoshop behavior seems constant there to me.

Not sure I follow. But it seems this can't be done with Smart Objects.
But, I found a way around it by creating a new layer with the selection. I
just with the Adobe guide was more clear.

You would have to open the smarts object and transform warp the part of the contents of the smart object.  Photoshop tools can not change a smart object. You can warp the apearence of the a smart object layers with Photoshop tools that does not change the  smart object.  The whole object is warped in apearencer for the smart object layers pixels.    Warping a smart object layer is often done and the object may be warped and masked more than once.  Tipical in a Mockup template.

Is the active Layer a Smart Object or Group, what is the Color Mode, …?

Yes, a smart object. The way I can find, is to select the area from a
layer, create a new layer with that section, and warp that. But the guide
indicates you should be able to select it within a layer itself.
