Unable to select Modify in the Select menu - Need to Feather part of an image

HI! I am trying deperately to feather part of an image (not the whole thing). I thought I was supposed to go to Modify and the Contract but I am unable to click on Modify. Any suggestions? Or I can do it a different way.

Hi

Can you post a screenshot of the Photoshop interface with all the pertinent panels opened, you need to have selection for the modify option to be available
