Unable to stroke a path in Photoshop

As an example, I create a simple line in PS.  I select the brush.  But then I'm unable to select the path by any method in Adobe's guide.  So the stroke option is always greyed out.  What's the secret?

Is your path just a path, not a shape or set to pixels? I have a very old youtube video for how to do this. Still works the exact same way it did when I recorded the video.

Is your Path selected in the Paths panel?

Yes, I select the path and the layer that the path is in.  I've tried selecting the path in several ways...listed in the Adobe guide.  If I use the arc pen tool, I can create a new point on the path...but if I then apply the stroke...it just applies to that point.  There seems to be no way to actually select a path in order to apply a stroke.   This is really not user friendly.
