Unconstrain Crop (Revert to Legacy Crop)

Whenver I try to crop with no values filled in (e.g., 5x7), the crop tool constrains the proportions. I can only start to drag, hit Shift, and then drag a point to use a different crop ratio. This is very time-consuming compared to the much faster crop tool in 2018 and previous. How to I turn off the aspect ratio setting in newer versions?
