Under Mac OS Monterey problems when moving a layer

 Using latest Photoshop release 23.0.2 as illustrated in this screen movie I captured, when I select a layer and try to move it, the main screem is unresponsive, yet you can see the objectis moving in the layer thumbnails off top the right.  Any suggestions as to why this is happening?  I have 96 GBytes of RAM running on a Mac Pro desktop 2019.

Hi there,

We're sorry about the trouble experienced.

Is it happening with just this file or other files as well? Does the picture stay in the same position on the artboard? 
Since when have you noticed this?
Try updating Photoshop to 23.1 and check. If that doesn't work, Disable GPU use.
Go to Photoshop's Preferences > Performance and uncheck Use Graphics Processor and restart.
