Undo issues

When undoing too far back the brush tool becomes the move tool. This never happened before the latest update.

What's the issue here?

    Ctrl+Alt+Z should just step back in history the current tool should not change.   Try resetting all tools and it that does not solve your problem. Try resetting your Photoshop preferences. Banging around with the shortcut I was able to get CC 2018 19..3 to through out and error popup stating the object backwards was not available.  After dismissing the error step backwards was available. The current tool the brush tool never changed.
