Units set to inches but measurement tool returns strange values

I have a 24" x 24" image at 240dpi. I have my ruler tool set to inches and the properties panel set to inches. When I measure an inch on my image I get this (see screen shot) which makes no sense to me. It is neither inches nor pixels. How do I get to see inches in the ruler tool results?
