unusual pressure behavior issue, can't find the proper nomenclature

Hello,

For the past week I have been getting these issues with my cintiq in photoshop. 

I have been searching for the solution online but can't seem to find the exact appropriate term for it.

I've already been using the good old psuserconfig.txt trick for years now, so that's not it. I've tried a bunch of ways and tweaks to solve it, the usual tricks, but none seem to work... 

Please help, this is very frustrating...
