Use Legacy Free Transform Issue

The Use Legacy Free Transform feature/preference doesn't appear to be working. Changing this setting in Preferences [seemingly] has no effect.

 

At the time of this posting I'm running Photoshop v23.4.1 on Windows 10 Pro (latest version updates).

After you do Ctrl+T, you will see a link icon in between the Width and Height controls in the options bar. When enabled, the controls work together; when disabled, they work independently. Can you tell us if this button makes a difference for you?

Hi @D. Humann, sorry you are having an issue. Testing here shows your workflow to be working as expected. 

 

Let's make sure we're in a default state and there are no stale settings somewhere: 

Restore your preferences using this manual method:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

If it does solve the problem, I would like to get the folder of settings to try and figure out what is bad with them.
