Using hand tool on a tablet sometimes disables all tools and photoshop becomes laggy.

It is not long since this bug appeared to me, it is more than a week. When I use hand tool on a tablet, cursor changes from hand to normal one, i cannot move on canvas or use any other tools. On mouse this does not happen. I can however click on icons, change color or change layers. Also it bug appears only on a document I was working on, If I open a new one, it works fine until I do the same thing.
