Using Photoshop, you can draw network diagrams
Is Photoshop capable of drawing [Link removed by moderator] network diagrams and electric wiring diagrams? Does Photoshop have predefined objects for this?

If you have Illustrator, I would suggest using it. There are much better plug-ins for mechanical drawings, as well as predefined shapes that would work better for what you are trying to do.

Photoshop doesn't have predefined objects to connect items in a network diagram, but you can look at the plugins available via the Adobe Exchange (or in your Creative Cloud Desktop App):
