Video Frame Insert, Duplicate and Delete Options Not Working

Working with video layers. Layers are made up of a PNG sequence. As can be seen in the photo, the video frame options to insert, duplicate and delete are grayed out. Tried to search for a solution, but the only suggestion was to make sure the layers are on the same color mode. They are all on RGB. All layers have the same problem, and a new document with just one video layer didn't work either. So what am I missing?
