video to layers playing in slow mode photoshop

hi im new here

every time i import "video to layers" and hit play the gif plays in slow mode, i have also tried the same video in mp4 format and same problem,  i have an i7 processor a gtx 1050 ti, it was playing fine on the trial version but once i bought the program it now plays in slow mode for some reason, i can convert it to the video timeline and it will play normal, but if i need to use the frame animation it will probably cause a problem, the frame delay is at 0.01, i have reset my preferences and re installed the program, still playing slow. tried exporting it to see what it looks like and it plays in slow mode,
