Wacom tablet moving Photoshop canvas instead of drawing with Mac Catalina

I have a 2015 iMac running Catalina and recently started using a Wacom Intuos Pro and seem to be having the same issue that a lot of you have been having with MS Windows. Instead of drawing the pen is moving the canvas around the screen. It behaves like I've selected the hand tool and jumps around between 'move' and 'rotate', and is especially prevelant when zoomed in. 

I have scoured the internet but cannot seem to fnd about this issue using a Mac. I have uninstalled and reinstalled the Wacom software and drivers. I have also checked privacy and security settings  and everthing is selected and in order.

Can anyone out there help?
