'Waiting for Libraries' progress popup when closing Photoshop CC 2015

Running Windows 7 with Adobe Photoshop CC 2015 (with latest updates applied)

Seeing this popup when I close Photoshop everytime. Only way to get rid of it is clicking cancel, or right clicking on in the taskbar and closing. (it basically crashes)

Signing back into CC fixed it for me as well.

My problem was similar, except it was whilst placing a vector file into my photoshop document (copy and paste).

The 'Waiting for Library' progress bar would pop up annoyingly and sit there until you hit cancel.

I noticed CC had logged me out after the latest update, so I logged back in and everything worked as normal.

After I edited a file from CC Libraries it doesn't save the changes.

OK Adobe is making me mad. After I contacted with Adobe Support they couldn't fix the problem. I spend whole weekend to solve this problem. First I thought it's problem about Windows 10 and format my laptop to factory defaults to Windows 8.1 (CC was working working well in Windows 8.1) I installed Photoshop by Creative Cloud and CC Libraries was working well without "waiting for libraries" error. Then just after 5 min of installation CC gave me a notification to update Photoshop. And when I updated CC Libraries I started to have same issues and "Waiting for libraries" error. In my opinion, this is a problem of the last version of Creative Cloud App or Photoshop CC. And Adobe doesn't want to help us.....
