Weird Photoshop OpenGL/CL issue.

OK so I'm at my wits end with this one. I have searched through the forums and nothing seems to be the fix I need.

I am running PS CC 20.0 (this is the 2018 Version I assume)

When I open an previously saved Doc Rotation Tool works, When I open a new document or save and reopen a document Rotation tool doesn't work I get the

"Could not complete your request because it only works with OpenGL enabled document windows."

I literally have 2 documents open where on one the Rotation tool works and the other it doesn't work at all... Not sure what is going on, slightly loosing my mind.

I have >checked the preferences >I have updated my Nvidia driver. With PS currently open one file I can use the rotation tool, the other open file on a different tab, in the same PS application  I can not use the rotation tool.

Any advice would be nice. I'm guessing there is some preferences saved on previous files, but I don't see how that would make any sense when opening the file.

For CC 2019, A preferences reset should help:

What would this do for me in the long run? Doesn't fix the issue FYI

I was hoping it would run the GPU sniffer among others.

If you have dual card system, uncheck Automatic graphics switching.

No Photoshop version 20 is Photoshop CC 2019.  The installer may have removed your CC 2018 if you did not use the advance install option and uncheck remove previous version.  You can reinstall CC 2018 using the Creative Cloud Desktop application.  You CC 2018 preferences should still be on your machine.

Thanks for the information, but it is irrelevant to the outlined issue.
