Weird PS Animated GIF Bug - Any Ideas ?

Have had a very weird experience with an animated GIF we received from a client recently.
Background - I've been using Photoshop since hmmm '95 or so, so you could say I'm reeeasonably familiar with it
Familiar with how animated gifs normally function in it / display in timeline view, etc
So when I was checking the client's GIF, in PS it looked like the client had made the classic mistake of layering 300-odd layers / frames with the same thing on top of each other since PS didn't show any animation when the timeline's played through, and each layer shows the same content within PS.
So I went and 'optimised' it by taking out all the 'extra' layers and frames, thinking client had intended a static GIF and just messed up.
Should have previewed original in browser - when you do THAT it DOES actually have animation. I've NEVER seen that before.
Thought it might just be my machine, but opening this inside PS on a colleague's machine does the same thing. PS shows every layer and frame as identical and doesn't animate, yet when the same GIF is opened in a BROWSER it's got animation there.
I'm totally stumped ! Anyone know what this could be ? Never seen this in all my years working with PS !
Happy to supply the original GIF to anyone who wants to test.
