Weird Tool L:

There is an area in my photoshop 23 workspace that the tools don't work. The cursor goes from the tool being selected to the arrow and will not function if I try and start there.  However if I start the tool out of this space it will work through the space. but this is not possible always as I may only want to work on trhe area of the image that is in that area. HELP, please.

It seems to change just around the moon. Could you please post a screen shot that includes your Layers panel?

There are no layers, just the one layer. Plus I can move the image around and the area affected doesn’t move. So as a work around I move the image left or right to edit that area of the image while the workspace continues to have the issue in the area . Hope that makes sense.
