Hi,

                The similarity is that both are used to create images made from pixels.That’s about it really. Other than that, they exist for different purposes. Photoshop main purpose is to edit photographic images. Paint Tool SAI was designed as a tool for drawing/illustration.

If you are looking for a raster painting program, then you should probably be comparing Paint Tool SAI with Krita.  Appart from the fact that PT SAI is old software, Krita happens to be free.  Photoshop is in a different league to both of them, with infinitely more tools and features.  It is not quite free, but at $10 a month it is not far off it.
