What do I need to do to upgrade from PS CS5 to CC 2017?

A while ago (I think it was 2010) I bought the PS CS5. I was a beginner in photography and I did not use it for the last couple of years. As I got better at photography I decided to return to photo editing. I found out that I can not use CS5 on my new computer because of some resolution issues (the icons are tiny and it seems that there is no fix for it). Also I cannot open the RAW files from my new Nikon D500 (I can not upgrade Camera Raw). It seems that the only solution to this is to upgrade to CC. Is there a way to upgrade the software that I already have, or do I need to scrap the 700$ paid for the CS5 and make a new subscription to CC? Please advise. I am not even sure I post in the correct section of the forum ... Thank you.

The Photographer's plan seams to be right for you, if you need Photoshop and/or Lightroom only. that comes for +-10$/month on a yearly plan. Technically it's not an upgrade, but it's great value for the money.

To edit your D500 images, however, you may also use the free DNG Converter to convert your nef files to dng files and edit those.

I'm afraid there is no upgrade path from Creative Suite to Creative Cloud.   Adobe stopped selling & supporting Creative Suite 6  (the last CS version made) earlier this year.  My advice is to download & install the free 7-Day Trial of Creative Cloud.    If you're happy with it, convert it to a paid subscription plan of your choice.

Abambo is correct you are free to keep CS5 on your computer it will be in a different folder, so they won't interfere with each other.
