What do you call this colorful noise filter? How to use this?

Try this:

Add a new layer above your drawing layer and fill it with 50% grey.

Use Filter > Noise add Noise (make sure monochromatic is unchecked)

Change blending mode to overlay

Adjust the layer opacity to suit.
